Jessyca Sheehan

Jessyca serves as DCA Communications Manager, overseeing development and implementation of internal and external communication strategies across communication channels to support the engineering and construction of the Delta Conveyance Project.
A leader in energy and climate public affairs, Jessyca brings a depth of experience in strategic communications, message development and issues management to clients and projects spanning water, utilities, technology, transportation and more. She is also a sought-after speaker, leading public speaking and message training seminars.
Jessyca served as a strategic lead for the statewide Save Our Water campaign, overseeing earned media and collaboration with water agencies, business partners and other organizations. She also leads work with the California Water Resilience Initiative, which aims to increase corporate water stewardship aligned with the state’s water goals.
Before joining Lucas Public Affairs, where she serves as executive vice president, Jessyca was vice president of a Bay Area-based public affairs agency. She oversaw strategic communications and engagement programs for high-profile statewide initiatives related to energy and utility infrastructure, including gas pipeline, electric transmission and wildfire safety projects.
Earlier, Jessyca was a director at the Sacramento office of APCO Worldwide where she led the firm’s North America Energy and Clean Tech practice. Jessyca worked closely with private and public sector clients on community and stakeholder outreach, media relations and agency communications related to groundwater investigation and remediation projects under state regulatory oversight. Jessyca has also worked at the California Chamber of Commerce and at a statewide nonprofit.
Jessyca serves on the Board of California Women in Energy and is a member of the Association of Women in Water, Energy and Environment as well as Capitol Network. She has a Bachelor of Arts in English and French from the University of California, Los Angeles.
